Windows 7 OEM?

I've just ordered everthing to build my first PC except for the OS. I'm on a very tight budget and I overlooked how expensive Windows 7 is. I can afdord the OEM version but am not sure about what is expected if buy it. I know you can only use it if you are going to sell it and help maintain the computer its on. How does Microsoft know whether or not you sell it?. What if I sold the computer to my roommate, would that count?

I've done a bit of research online but I find conflicting reports.

It's find to buy OEM and use it for yourself.

The only thing with OEM is that it's technically tied to the computer you install it on; i.e. you can't install it on another computer and "transfer" the license over.

I've bought OEM WIndows versions for every build I've done for myself as well as others. You'll be fine.
