Windows 7 Acting Up

Let me see if I can explain this. This happens with most any program, being it opening folders with explorer, playing Minecraft, surfing on Firefox (v14.0.1), etc.

It's like it's going fine. Then it comes to standstill for a few seconds, randomly, no pattern, then it's back up like it never happened. Main system in sig. Only difference is it now has 2 x 4GB 1333 DDR3 now. (Have to update that some day)

And I checked everything I can think of. Ran Malwarebytes, MSE scan, CCleaner, took a look at msconfig. My CPU is not having a spike when this happens. And stays at a cool 30-35C temp at idle, doesn't break 60C on full load. My RAM is always at around 25% used. My GPU card stays around 60C, at idle, doesn't go above 75C full load.

It's just odd. I scroll down a page, and it doesn't scroll until a few seconds later. Anything else it could be, or generally, 7 just doesn't like me?

Edit: Windows 7 Home Premium if it makes a difference.
 
boot up into safe mode and see how it runs
how's your video card running? have you recently updated and started getting problems?
 
Oh, sorry, 80C was GPU on load. Not 70C.

I updated the drivers when ever the new catalyst came out. Maybe a few months ago? This only happened recently. Like a week ago. Didn't change any hardware.

I'll have to boot it up in safe mode later. I gtg in about an hour, and I won't be back til Sunday.
