Windows 7 64-bit installer

So I'm having a bit of trouble with my computer and I decided that the best way to fix everything in one go is to simply reinstall Windows and start from scratch. I may be a bit lost or something, but I can't find the download section for the Windows Installer? My laptop is running the Windows installed by the shop where I had it repaired when my hard drive failed, so I don't have an installation CD or flash drive. I do have a product key (printed underneath the laptop, for Home Basic, and the Home Premium Key for the Windows on my other laptop whose motherboard got borked so I can probably use that too since that laptop won't be repaired anymore). I can only find instructions on how to install and stuff, but nowhere to download said installer for me to burn to a disk or put in a flash drive. Of course I can probably go use some more unofficial routes to get an installer and simply use one of the legit activation keys I have, but I'd rather not do that unless there's no other choice.
