What is the difference betwwen Win XP home and the OEM version

OEM is original equipment manufacturer which is the WinXP that comes with a new PC.

OEM versions usually come with a new computer, you cant really buy them except maybe on ebay.

Are you building your own computer?
if so you can buy OEM from your hardware vendor.
There is no differance in OEM and Retail except that
you cant upgrade a system with OEM.
OEM only has the software and no printed manual
like the retail version, besides who reads manuals anyway
