Win 7 Home Prem. 64 bit and partioning the HD

I just installed 7 Home Prem 64 bit in a new machine for my brother and tried to partition the HD. I understand you shrink the partition to the size needed, etc. I want to partition into 3 parts: C = OS and Apps, D (or whatever) = Data such as documents, downloads, photos, music, videos, etc., and P (again, whatever) = page file. When I tried to shrink C to the size I wanted, I couldn't. While I only had about 20 GB of used space for OS and other apps on the HD, It would only allow me to shrink to about 80 GB, leaving a small amount for these other partitions.

This is a 160 GB HD since he doesn't need that much of a drive. It's a home office system. I wanted to do something like C = 60 GB, D = 80 GB, P = 20 GB. Is there any way to make this possible? Right now, I'm around C = 80 GB, D = 80 GB with a small amount reserved for system use, I think that's about 100 MB, if I remember correctly.
