Win 7 Hangs at last step

trying to do a fresh install of win 7 everything goes great. It reboots and states completing installation. Then it just stays there. 12hours then I tried again and same thing.

Any thoughts?

I am using a usb iso from digital rivers-

To make the USB drive bootable, you need to run a tool named bootsect.exe. In some cases, this tool needs to be downloaded from your Microsoft Store account. This may happen if you're trying to create a 64-bit bootable USB device from a 32-bit version of Windows." It requires a M$ account with a purchase of win 7 and created it using a 64 bit system, HDD is emtpy. I got my copy from Digital RIvers so no account or purchase. Came installed on the pc. I ended up using rufus Everything worked fine until the last step.

Ended up burning the DVD.

So is it windows that recognizes it did not create the boot sector? Just trying to understand what caused it to work 3/4 of the way and then stop-
