Why is The GIMP so ugly?

Is the GIMP's GUI partially embedded in its code (as opposed to being solely based on the desktop environment)? After looking at multiple screenshots, I've noticed that it always looks the same, and different from many other themed applications...

Maybe I'm just hallucinating...
