When I click on My Computer or Try to access the control panel

my icons disappear then the desktop reappears, but nothing opens. The only way I can access files is by going to start, run, browse.

I am also having a problem with IE. I double click it and it does not open. Also links from OExpress do not work.

That looks like the symptoms of malicious software.

Run Ad-Aware, Spybot S&D, Update your virus definitions files and run a virus scan.

perhaps i you reinstall your copy of windows on top of your previous installation, you will get rid of some of the problems. that is if it is because of some corrupt file
