Werid File Appeared

I just went into my C: and I noticed a weird folder with a werid .txt file inside it's about 1,000 lines displaying everything. I don't know what it is shall I just delete it. It's like binary e.g. C:/48fef984g89er4g8er9w then inside is msmxl6-....x68 any ideas? what it is and why it's there can i just delete it

you can delete it. I have seen that many times on my system after I either installed something or ran something but I never bothered to track it down. maybe I should do so now.
