Default Weird XP Background issue?

My desktop background is white and says "Active Desktop Recovery" but when something goes wrong with my computer like if I have to end a task and hit "ctrl+alt+del" the background shows up but once i select "Task Manager" it goes back to the recovery background. I have already tried to set a wallpaper but every time I have to restart my computer it goes back to the ugly recovery desktop. I have also clicked on "Restore my Active Desktop" but of course nothing happens. Any suggestions?

Your PC is in rough shape. You need to back up and format.

If that is not a option turn off Active Desktop...
How to enable / disable windows active desktop.
