weird message on bootup about outlook express

I have windows xp professional with sp3. Lately after bootup, I get a message that says "To free up diskspace, outlook express can compact messages. This can take several minutes" I have the option to click "ok" or "cancel". I chose to click cancel each time.

The problem is, I do not have outlook express on my system. I have never used outlook express. If I go into the control panel, outlook express is not listed as a program that I have. Could this be some attempt to run a virus or something else?
 
OE is on the system. It is always there. It installs just like IE does. Why it is giving you that message is a different story. But OE is on there. Check the box for show updates and you should see it then.
