Default Website software?

Ok, building websites is not my strong point and I really don't have a big interest in it being one. What I would like to look for is a website builder, other than Microsoft's Frontpage and Publisher. I've hear that making websites in these programs can cause the site to not appear correctly if you're using something other than IE. Anyone have any suggestions? Thanks.

You can use notepad, Word, and IIS.

1st Page 2000

It's 100% free and soon they will release a new updated version. Don't let the 2000 fool you, it's a fully featured web editor. Also, ignore the "buy now" link as it just leads you to them telling you it's free.

They also have forums set up for a variety of design and product related issues.
