Did you try Ultramon? I use it for dual monitors and its awesome, i play WoW on my main monitor and as for movies or music i use VLC and as for the full screen it does not toggle off. Hopefully this will solve your problem.

Yes, I am running Ultramon... is there a setting in there I need to tinker with?

Not that i know of, i just right click properties, settings,then extend monitor. That's when Ultramon gives my second monitor a taskbar so it wont mess with the primary monitor when its fullscreen.

Yeah... I mean I use Ultramon with the second taskbar, etc, but VLC still maximizes on my monitor no matter what.

This issue has been resolved due to a VLC patch that was released today.
