Default Video Card Error - Missing File

Whenever I try to open up my ATI TV, Launch Pad, or any ATI software for that matter I get the following:


Language Resource file was not Found:
C:\Program Files\ATI Multimedia\tv\TVDS???.RSC

I have searched all over Google and ATI's website but nothing has worked.
Anyone have any ideas (or the missing file)???

try uninstalling Catalyst Control Center and downloading and installing the latest version

ATI Support suggests:

Try reinstalling the Remote Wonder 3.01 software. If that does not work, fully uninstall all of the ATI software, reboot and reinstall with the following, in the order that they appear.

CATALYST 5.4 GRAPHICS DRIVERS

Well I did that before and the updated drivers caused som e major problems, as Windows would know that my video card was there, but there were many unknown objects on it. It was a huge pain and I almost had to reinstall Windows. Here's a link to that thread.
