Save it to your desktop, insert a blank floppy or format one, click the icon and the floppy will be written into a 98 bootdisk. This will give you drivers for your cd drive. Select the first option, then hit yes, and yes I beleive, or just one yes, type in fdisk, delete the partiton, then make a new one, let it reboot, select the first option again, the type format c:. let it format or you can use the XP cd. Are you using Home or Pro?
 
The Bios entry keys for Dells are nearly always one of the following:
F1
F2
DEL
reset twice
ctrl-alt-enter

Also, do you want to use XP? A 266MHz CPU is really gonna struggle, thats if you manage to crowbar it on at all.
 
figured out the problem....harddrive and cd-rom are burnt...the harddrive has a click when I shake it (10X that of what it should be) and the cdrom eye has a hairline crack....thanks for trying guys /cry
