urgent: format problem!

i've format my system but the operation was delayed due to
cd-error, it seems that my pc wasn't recognized the cd very well.

an alert appears, something like this -->

"Coud not load bla.. bla.." So i just turned it off on the UPS. I bought an xp pro with SP2, but my system, was no longer responding, nothing appears in the monitor, but the fans are running well. I suppose the motherboard was damaged, i wish i'm wrong.

I tried windows 98, still, nothing happens.

Please give me the concise way to clean these mess.

Are you saying you booted from the XP cd-rom?

If that's the case I would try a different cd-rom drive.

But make sure you configured your BIOS to boot from CD.
 
If you have formatted your hard drive, then that is why nothing is appearing - when you turn your computer on it is looking for the boot sector, which no longer exists (you wiped it when you formatted). What you need to do is tell it to boot from the CD:

To do this you need to go into the bios (do this by hitting the Del Key) when you start your computer. Then change your system to boot from the cd/dvd drive (i.e. set it as the primary boot drive, before your hard disk)
