Upgrading from one PC to a new one

My office frequently upgrades PCs from one to the next, when we do this the new PC comes with MS Office and all of the standard software. What I am interested in moving is the settings and certain specialized software that are often on the older PC. I do not want to migrate then entire HD, what is your advice on how to do this? XP has a wizard that will do this will it do the partial migration?
 
The files and settings transfer wizard will migrate computer settings and files from the My Documents folder only I think. And only for one user. I have only used it onece so I can't be much help. I suggest having users save their stuff on a network share and installing programs there as well if possible. Then the PC's can be changed and nothing lost. That's what I try to do here and it works as long as the users actually DO it.
