Default unable to create new folders

Lately when I right-click on the desktop screen or any other screen the menu that pops up no longer contains the option to crate a new folder:

(Please bear with me, I'm trying to explain the problem as best I can so that anyone can understand my problem-my computer knowledge is rather limited.)

1. Right-click any empty area on the desktop or in the window where you want to place the new folder.

popup window contains the following:

Active desktop>
Arrange icons>
Lineup icons
Paste (faded)
Paste shortcut (faded)
Undo Delete

When "New" is clicked the following box appears:

Text docment
Wordpad document
Bitmap Image
Wave sound

When "Folder" is clicked then the folder is created.

On my computer,when I do step 1. the popup box that I get only contains the following:

Nvidia Anolog Desplay( I have a Nvidia FX5200 video card)
Active desktop
Arrange Icons
Lineup Icons
Paste Shortcut(faded)
Undue Move (faded)

There is no mention or "option" to create a Folder.

How do I get this feature back?
