It's kind of like Microsofts TweakUI but probably not as good. If your interested in something like that and don't want TweakUI I would suggest Fresh UI from freshdevices.com, it's 100% free. They do ask that you register via e-mail for a free license but they don't spam you at all. They have some really good applications there, all free.
