Is there an International Free ISP? NetZero and Juno just work in Canada or US. Is there something else, which has a free ISP and work internationally without any phone call charges?

Nope I don't think that we have a internationally Free ISP - but yes you can find free ISP locally in our area... about philippines I guess someone from that area needs to provide the ISP name.
