there's something wrong with my paint program

I am running Wins.98SE.Ever since I reformat my HD, my paint program only allows me to save pictures as Bitmap, but NOT JPEG.I used to be able to save pictures as JPEG, can anyone tell me how to fix this?

The paint program I have is the basic one included with Wins.98SE.

Do you have all your patches and the like?

I just reformatted my computer and I had all the latest drivers.The second link above solved it.

I once had the same problem with 98, is it 98SE?
if so, you may have the 'shutdown bug' which I also had with 98
