Taskbar color

I've been trying to change my taskbar color/windows color, but all i get up is this.

If you see the attached screenshot. It doesn't give me the normal option like the second screenshot.

You'll need to change it off of Windows Basic to Aero. Basic only has that one ugly blue color

You'll need to install your video drivers for Aero to become available.

Chipset drivers? orrrr, mobo onboard drivers? my GPU (gtx970) drivers are installed

Click on one of the Aero themes in the 2nd group of themes (the basic aero theme will work), so that Aero gets enabled, then customize the colors / wallpaper to how you want.
