Task manager broke?

When I hit ctrl +alt+ delete, my task manager comes up as normal... without the top bar, meaning that there's no File, etc, and no 'X' or minimize and stuff either. Anybody have any thoughts...? XP pro btw.

Double click the open gray border anywhere surrounding the list of image names.
