Default System is inspecting hang

I have an AMD64 3200+ (new) with 1gb ram and a radion x800 vid card, when i try to install windows, it gets to "Setup is inspecting your system's hardware" then goes black.

I've tried taking out each ram slot, video card(swapped with another) and took out all the un needed PCI slots. the only things plugged in are the CD-ROM, HDD(which i have swapped too), CPU and ram.

If anyone has had problems with it in the past, please let me know about it. Linux is installing right now, Linux isnt a solution tho' I need to get windows onto there. Thanks.

Edit: Forgot to add, I've tried Windows 2003 64 and 32 bit editions both with the same error.
