Standby vs. Hibernate power usage in XP

Recently a computer technician at a Fry's Electronics service department told me that when Windows is put into Standby mode, the RAM, HDD, and graphics card are still powered up and running. And that Hibernate was the same, except that in that case just graphics card was completely shut down. He advised me never to use Standby or Hibernate because he said it would never allow the computer to cool off.

I have a hard time believing this.... I mean how can anything be powered and hot when the PSU isn't even running in Standby or Hibernate? I've opened my case lots of times when in Hibernate, and it's nice and cool. And my hard drives definitely aren't spinning.

Was this guy just talking through his a** or what?

Would love your input on this!

I can't recall which, but I think it's standby mode
the ram is still juiced

hibernate mode - the ram isn't juiced

everything else should be powered off

ps, even when the PSU isn't on, it still provide very low amount of power, when I put my computer on sleep mode( i am using windows 7) it draws 4 watts, when powered off 1-2 watts (measurement taken with kill-a-watt meter)
