SSL Errors

I am working on a Windows Vista notebook that has encountered an odd problem. It was having numerous issues which were resolved with a system restore, but now I can't get any application that uses SSL to communicate to work correctly. No anti-virus updates, no communication with our data center, etc. Any ideas?
