Default Something Weird is Happening with my Video Card

Hi, i have a GeForce FX5500 256MB Video Card with the Latest drivers from the Nvidia site this card i bought brand new and i was playing Grand theft auto 3 ( Love it ) lol.. then some weird stuff started happening.. screenshot below what is happening and how do i resolve this

Does it do that when your not gaming? This is artifacting and it means that the card is messed up.

Its an XpertVision Geforce FX5500 256MB.. Brand new.. its never been Overclocked.. it only does this on Gaming.. it did it on UT2004 aswell
