internal HD's are more powerful (mostly)
You can try it...set one scrath disk to internal and one to ur USB drive and see what happens

No, do not use an external drive for your photoshop scratch disk. Photoshop would run like a dog.

Do you have multiple partitions? If so, I would set the scratch disk to one of the non-system partitions...

no, I have the C partition, then the D partition that is just the system recovery
