Default Self extracting zip file

I have downloaded a turbo C- compiler from borland named zipped free turbo C compiler in windows mellinium operating system. This is a self-extracting file but i could'nt install it. Does Windows millenium does'nt support self-extracting files?
If so, how to install it?

Yes! It is being displayed as "error in hard drive"
I have downloaded it in C drive.
