Security Update for Microsoft Framework 2.0 SP2 on Windows Server 2003 and Windows XP x86 (KB2572073)

The Security Update for Microsoft Framework 2.0 SP2 on Windows Server 2003 and Windows XP x86 (KB2572073) keeps saying it needs to be installed even after I've installed it. I've tried Mr. Fixit® from Microsoft and it says it's repaired the Windows update component. The update keeps coming back. All the other updates installed just fine. Any ideas?
