Question secondary storage

i have a question ..
when ever i buy a secondary storage disk (flash memory , hard disk , or what ever ) it seems missing some mega bytes
ex : if i buy a 256 flash memory , the real numbers of megas that i can use if approximatly 240mb ,, why does this happen ??
is it a manufactring mistake ? or theres something on the disk that i cant see ??

plz god .. if u cant make me thin ..
make all my friends very fat !
