So I bought a S-video card and was trying to set my computer up to my TV.

When I switched the settings on the computer to the TV, it switched not allowing me to see using my monitor, and it will not allow me to see it on the TV either, so I am unable to see how to switch it back to the monitor.

Anyone have any idea how I can get it to switch back?

Boot into safe mode (hit the F8 key after it post and before Windows starts loading) and uninstall the driver. Reboot regularly and re-install the driver

alright, I now have use of the monitor but every program I open up is still opening on the TV side of the screen, and I can not access the control panel.

when I boot up the TV shows the loading windows screen, but when it final fully loads its goes all squirrelly on me.

Your TV has become the Primary device to show the Windows desktop. You will have to remove the S-Video card to force it back to the monitor on the PC. Then when you go back to extend it to the TV make sure the box is checked to only extend to this monitor and that the "Use this as my primary" is still checked on the PC Monitor.
