Run Program on Internet Connection Activity

Hy i am looking for software that can detect Internet Connection Activity on my computer and if internet connection will be alive or when bandwidth will be more than 1 MB - it should run software on my computer .. enyone know where i can get software like this.. i Google to many keywords but cant find nothing similar ... thanks

I want to run my antivirus automatically when i will start use internet ... that's why i need it

Well I know there are programs to monitor network activity, but I have never heard of one that will launch a program for you.

You are going to have to make a sacrifice. Either you get a monitoring app, or you dont. Cause there are none out there that have the ability to launch a program. So unless you reduce your demands, you will have to code such a program yourself cause they dont exist.
