Right way to defrag?

As suggested by Windows XP after analyzing the drive, I have been trying to defragment my C drive. I got one good long defrag session out of it, after which I analyzed again and it still said the drive needed to be defragged. So I do it again, but now it only defrags for about 20 seconds and then says it's done, without appearing to actually do anything. Analysis still says the volume should be defragmented, but no matter how many times it says this it does not inspire the defragger to do any better.

What's going on here? Does the built-in defragger for Windows XP just really suck? If so, what should I use instead? That doesn't cost anything.
