some of my users were getting an message (almost) everytime they right clicked on anything and I finally found the solution to this. and i thought i would post it here
when the message "Please wait while Windows configures Symantec Antivirus" pops up after right-click, it was searching the following file:
C:\Program Files\Symantec Antivirus\pki\cert-signing-request.
in these cases, event id: 1004, source: MsiInstaller was logged as well as event id: 1001.
in the description, it read: "Detection of product {GUID}, feature 'SAVMain', component {GUID} failed. The resource <location> does not exist.
in our cases, <location> was C:\Program Files\Symantec Antivirus\pki\cert-signing-request.
probably after applying some security updates, the permission for everyone on pki folder was down to 'read attributes'. i only needed to add 'traverse folder / execute file' permission to it. and proble solved.
