Default Restricting access

I want to restrict access to a program on my brother's administrator account. I was told about gpedit.msc but when I forbid the program from running it also restricts access for my adminstrator account. I can't get it to work properly. Plz help me. I'm a noob.

You can't restrict access on one admin account and not on the other... xp doesn't hold that definable of ACL's.
