Question remove reset password promt at login help!!

I am having a huge security issue with my computer users, and have formated my password reset disk, however when the user fails to enter the correct password it still gives the option to reset through the disk. I know it wont be a problem since the disk is formated, and there would be no way for a user to get on with it now, however, I want to disable the error prompt that gives the option to use a reset disk, One of my users used the reset disk to gain acess to my computer, would there be any permison lost in my account because of this? How do you remove the option for reset disk when you incorectly enter a password please help. are there any regedits?

what operating system are you using?
