Reformatting with faulty cd drive

I would like to install Windows XP with a CD i bought online from pricegrabber about a year ago.
I have lost my original XP cd and bought another one so i could reformat.

When i put the drive in the computer and restart, Windows wont boot up the CD.
i am beginning to suspect i have a faulty CD or disk drive. However before i get another CD drive i want to make sure that is the problem.
I have set the priorities in the BIOS to CD drive and everything in between trying to see if it would work but it hasnt.
I have Windows XP professional SP3 currently,
with SONY DVD RM DW-D262, and three ZE8513P BGM887Z SCSI CdRom Device listed in Device Manager

Are there any ways to check my that my DVD drive is reading the disk at startup?
 
try it in your any friend pc.
is it working or not?
i think cd contains more scratches...
clean your cd with cotton cloth and also clean your disk drive..
