reduce memory pages/sec?

I've gathered performance counter data from a windows server. The pages/sec is averaging around 400/sec with a max of 1000/sec. Research from the web is syaing that this counter is too high. I'm wondering what I can do to reduce the number. Memory Available MBytes is over just 1000.

more memory is the only thing to stop swapping... or use less progs!
