A really annoying problem

I have some files on an external hard drive which are supposed to be not read-only. When I go into windows explorer and into the properties it says they are read-only. So I turn off read-only and check to change all subfolders and files, apply then ok. I got back into the properties and it says they are read-only again. Anyone know what may be happening? I do have all administrator rights so that should't be the problem.
