Read Only Attribute

On my file server, I have user directories setup. Each user has full control of their directory. But recently I noticed that people were having trouble copying files to them. I take a look at the folder properties and see they are read only, so I uncheck it. I go back and look again and it's rechecked. In the advanced properties its saying that rights are not inherited. So, I go up the file structure as far as I can and the same thing happens. The next level is the drive. The share permissions on the folders are set to Full Control. The check box for read only is greyed out, but I can uncheck it anyway.

Here is a layout of the setup.

f:\users\userfolder\personal
f:\users\userfolder\public

F: is shared administratively, so I can't do anything to the permissions there. We share the personal and public folders for each user. The user folder looks like it is inheriting the read only from somewhere, but I can't figure out where. The only thing above it is the drive.

Any ideas what's going on?

then I add the user to the permissions
