Quick question about reinstalling windows xp pro

Ok my question is does it matter if I reinstall windows xp pro

this way

Btw I have a Dell XPS Gen 2 Laptop and I am not able to boot from windows so I am assuming that I will need to boot from the cd. However, I just want to make sure before I screw anything up.

the first opption(I use) will clear everything off of the hd beforehand, and the second option will keep your files intact, but I use the first option after backing everything up on dvd/cd's that way whatever caused the problem will be gone...

I am such a newb when it comes to these things. Do you know how I can get the windows xp disc to boot at windows? when i put the disc in and restart it just loads windows normally and goes right back to the login screen. I have no idea what to do.

watch closely..., when it is starting up it will ask if you want to start the cd...

you will only have about 5 seconds to press something

hit f8 when you start up windows and pick the boot to your cd rom
