Is WinXP MCE '05 based on XP Pro or Home?

Its neither it is its own version just like home and pro are their own versions.

This is true but it is based off of Windows XP. Yes its hard to distinguish which it would be based after since there is little change between home/pro. If I had to guess I would say the home version just because MCE is meant for people at home and not a professional enterprise DOMAIN env.

Actually that is one way you can check is if you right-click on My Computer, select properties, Computer Name and CHANGE does it have a field for DOMAIN? Also if you go to Control Panel>Folder options>VIEW and scroll down to the bottom is there an option to check/uncheck "user simple file sharing"? If both of those answers are no it is safe to say it is based off the XP home model
