[QUESTION] Making Database Programs

Hello, I have some questions regarding on which is the easiest way to make database programs.

To begin with, I would prefer to use Microsoft Access files as database sources.
My aim is to create something like this. I'm referring to the layout of this program, having list on the right and all the information on the left.
I want believe there might a program to do this automatically. If there is please tell me.
If there is not one, I would like to learn the easiest way to create something like this.

What version of Access are you using?

Just create a new Access document, name it whatever you want, and start filling in the boxes. There's nothing to it.
