why does it oveheat? have you put new thermal paste on it? better CPU fan? better air circulation?

I put new heatsink + arctic silver 5. has a 5400 rpm fan. I have NO fans in my PC except the CPU fan, i got side case off. WHy no fans my last 3 just siezed up on me. i apply thermal grease / heatsink on correctly. Dunno why my CPU keeps overheating unless the heatsink is a pos one and its not doing its job.
