Problem with copying a file through DOS

Today I ran a spyware scan, and one of the files that got deleted was HAL.DLL, which is needed to boot the computer. I have the file on a cd, and am trying to copy it onto my computer through DOS. I have the command correct, but it says access denied. How do I grant access?

Are you using the console or booting into Dos?

i was wrong, it's the repair console

edit: when i try to copy the file, i'm sure everything is correct, and it says access is denied. how do i get access.
