you dont install an OS in windows, boot off the cd by going into the BIOS and making it boot of your cd rom drive. Make sure you have the windows 98 disc in the cd drive.

You sure that the CD is not corrupted or anything? If not then maybe its your hard drive having a problem with wiping the old OS. If you need absolutely no data on the drive then try using killdisc, it will set every byte of information from a 1 to a 0 on your hard drive. That will eliminate any possible software problem.

-edit are you SURE its actually booting off the CD rom? Ive never heard of this happening if you are really getting it too boot of the CD and say this.

what EXACTLY does your CD say? I'm thinking you have the restoration cd for the drivers or something, or they gave you a dos boot cd for some reason. Some of the older restore cd's had a weird drive letter associated with them. Make sure when you access the cd (wait for the floppy and all lights to die down) then do a directory and change back and forth to see what busy light comes on. If you can get to the cab files in the cd and it still doesn't install, do a flat install. You do this by creating a directory on the HDD thats unique (call it myinstall) and copy all the cab files there. Then, go into that directory and run setup from the HDD.

if you boot from the cd make sure you select "run windows 98 setup from disc". if you boot from floppy try checking other drives because your cd drive may have been displaced. try e:\ and then use the dir command.
