Power settings

I can't for the life of me figure out why this is so difficult.

I would like to change the power settings for ALL users.

I've tried changing the reg key and that only is PER user.

Anyone have any ideas on how to do this? Machines are w2k and xp.

You would have to do it via Group Policy. You cant just change the settings via the registry or the Admin user account. It wont affect the other accounts.
