Well if you need to be able to edit the file on every PC then yes you will have to do it. As that will be the only way you can accomplish this task.

Get ahold of Microsoft or a certified reseller and see if you can get a deal on the amount you need or to see if you can get a Volume License Key.

Would getting a VLK be a cheaper alternative than installing it on 3 computers?

Possibly. You might get a deal. but most of the time VLK and deals are for 5 or more licenses. So you might just be better off getting them normally.
