Default policy object editor

I am currently using server 2003 on a virtual PC, and having trouple using policy object editor, i wish to access user setting which is situated under adminstravtive templates in user conforgeration, but cant find it, but all online literaturte tells me it shiould be there is thewre a piece of software i need, if so is it free

Uhh...can't you just go to Active Directory Users and Computers and screw with that stuff?

Maybe you need to add the snap-in.
